8A. Documents not to be submitted: Notwithstanding contained
anything in these Rules, if a person desiring to obtain license pursuant
to Clause (b) of Sub-rule (2) of Rule 3 submit an application within
Seven days of the commencement of this Rule mentioning that he/she
not is able to submit the document, along with reason thereof, the
licensing authority after an inquiry, may issue Radio license to the
applicant without such document, if the application found reasonable.
